I'm assuming that during those brutal Idaho winters, the construction workers just freeze in place, waiting until the spring melt, therefore placing a hold on all road work? We don't get that luxury down here. It's workin' weather year 'round.
Pretty much. Idaho has four seasons: Nearly Winter, Road Work, Almost Winter, and Winter.
